China-EU Institute for Clean and Renewable Energy at Huazhong University of Science and Technology (ICARE) is the third China–EU educational institute jointly established by Chinese government and European Commission in China. In 2009, it was put out to public tender. In July 2010, the European Commission approved the ICARE programme in Huazhong University of Science and Technology. And in March 2012, the ICARE obtained the approval of the Chinese Ministry of Education.

At the establishment of ICARE, the signing parties on the official founding contract were Huazhong University of Science and Technology (HUST) situated in Wuhan, China and the Institute des Sciences et Technologies de Paris (Paris Tech) located in Paris, France. Huazhong University of Science and Technology is one of the "National 985 Project" universities directly under the administration of the Ministry of Education in China which is internationally prestigious. Paris Tech is a Consortium that groups France's most prestigious engieering schools. Other partners of ICARE also include: Southeast University, Wuhan University of Technology, National Technical University of Athens, University of Zaragoza, Northumbria University, University of Rome, University of Perpignan, and International Office for Water.

ICARE provides highly quality China-EU double master programme, joint doctorate programme, vocational training, research and project consulting activities. It aims to facilitate the exchange and cooperation between China and Europe in clean and renewable energy, boost the developments and applications of clean and renewable energy business in China, promote the sustainable economic and social development, and enhance the education in clean and renewable energy in China.

ICARE is drawing on the European experience in education, research resources and talent development mode for the clean and renewable energy, and striving for nurturing outstanding talents who are familiar with both Chinese and European energy policies and laws, competent for senior engineering and technical positions and management positions in related fields, and internationally competitive. It will carry out active collaborative research at the international level and become a platform for the cooperation in the education and scientific research of clean and renewable energy area as well as the cultural exchange between China and Europe.

ICARE now already sets sail and looks ahead. Based on the cooperation of Chinese government and institutions, with the zealous support and care from all walks of life in the society, ICARE will grow to be an international clean and renewable energy institute which is of unique characteristic and of domestic and international fame.
